Small point of clarification: Moodle is licensed under "...either
version 2 of the License, or (at your option) any later version." See
the end of the first paragraph of the "Copyright License for Moodle"

According to the GPL FAQ, that means that if GPLv3 offers more
permissions than GPLv2, then Moodle gets those permissions immediately.
But, if GPLv3 has greater restrictions, Moodle can ignore those if it so
chooses. See:

Most importantly, in the context of this discussion, it means that
Moodle's licence is compatible with GPLv3.
